Enterprise Master Patient Management System

Purpose of this Request for Proposal (RFP)

QHN has identified the need for a comprehensive Enterprise Master Patient Management System that allows for the full management of the patients served by QHN.  This system is an infrastructure component that will provide for the management of patient identity to support all of the functional and transactional systems of the Health Information Exchange (HIE) environment.

The proposed system is required to support the following core capabilities:

  • Comprehensive and highly developed master patient index of all patients that provides sophisticated matching algorithms and assurance of correct patient identification by both use cases and transactional interfaced records.
  • Establishes and maintains a comprehensive patient index that includes personal data and encounter information related to the MPI update transactions to support the integration of data across the continuum of care.
  • Provision of tools that allow the management of data by human intervention.  These tools need to provide a single view of the patient that presents a complete clinical view of all encounters and patient identification data across multiple providers and organizations for solid identification of patient identification.
  • Allows for distinct and configurable settings by QHN to control, set thresholds, route and manage exceptions of the EMPMS.
  • Provides compatibility with the technological environment of QHN platforms and data sources in the QHN environment.
  • Demonstrated multi-entity and multi-environment (e.g.: hospital, physician practice, specialty center, etc.)
  • Support all “Common Framework” specifications for record locator service (RLS).
  • Support both active and passive implementation methodologies and the progression from passive to active over the life of the system.
  • Demonstrated experience in support Patient Identity Management in an HIE environment.

Right to Negotiate Contract Awarded Late January 2012
Best & Final Offers Received & Agreement Executed Mid February 2012
Implementation Planning & Project Commencement Late February 2012
Implementation Complete June 2012
Solution Accepted by QHN June 2012
