Purpose of this Request for Proposals
QHN and CBC have identified the need for a robust data platform solution that allows for the aggregation of data from all of the disparate systems associated with an HIE environment along with other data sources that will be associated with the HIE such as administrative (billing/payer) and other clinical sources including Electronic Health Record Systems, Practice Management Systems, Billing clearing houses, Pharmacy Systems, etc.
The challenge facing QHN and the CBC is to consolidate and normalize the data from many disparate systems in such a way that the data can be easily presented to and consumed by other applications and users for a range of purposes from detailed patient interactions to advanced health reporting (population health) needs and analytics (cost, performance, risk).

There will likely be NO OTHER COMMUNICATION except via the “Population Health Procurement Updates” section regarding updates or changes so please check back frequently.
Inquiries and Contact Limitations:
Any and all contact from bidding entities must be made exclusively with the appointed QHN Procurement Officer noted in the RFP Document. Any other contact with QHN or other members of the Colorado Beacon Consortium by bidding entities during the RFP process is prohibited, and may result in the exclusion of a bidding entity’s proposal from evaluation.

Population Health Procurement Updates
Ocober 24th 2011 - QHN and the CBC would like to thank all who submitted a proposal for the Population Health Solution. Based upon the analyses and recommendations of our clinical, technical and cost evaluation committees, QHN has awarded the right to negotiate a contract for the Population Health Solution to The Advisory Board Corporation. However, as noted in the RFP, QHN reserves the right to re-engage other respondents to the RFP in the event that a contract is not successfully executed.
